BISMARCK, N.D. – The State Revolving Fund (SRF) programs, jointly administered by the North Dakota Department of Environmental Quality and the North Dakota Public Finance Authority, awarded six loans to four communities in August to support critical water infrastructure.
- Casselton was awarded a $6.2 million Clean Water State Revolving Fund (CWSRF) loan and a $1.6 million Drinking Water State Revolving Fund (DWSRF) loan to rehabilitate water mains, replace sanitary sewers and streets, and extend storm sewers downtown which will reduce operation and maintenance costs and improve system reliability.
- Stanley was granted a $350,000 CWSRF loan and a $300,000 DWSRF loan for its Capital Improvement Plan Phase 3 project, which included street reconstruction, and watermain and sanitary sewer main replacements to reduce operation and maintenance costs and improve system reliability.
- Bowman received a $1.2 million DWSRF loan to replace two existing water storage tanks with a new 600,000-gallon reservoir which will reduce operation and maintenance costs and improve system reliability.
- Grand Forks was granted a $2 million DWSRF loan for Phase III of a project to bring a recently annexed area’s existing watermains into compliance with municipal design standards, which will enhance system performance and reliability.
The U.S. Environmental Protection Agency provides part of the SRF programs’ funding, which offer below-market interest rate loans to political subdivisions for financing projects authorized under the Clean Water Act and Safe Drinking Water Act. SRF programs operate nationwide to provide funding to maintain and improve the infrastructure that protects our vital water resources.
Loans are awarded to projects listed on the project priority list based on project eligibility determined by the Department of Environmental Quality and the Public Finance Authority’s review of repayment ability. The Public Finance Authority is overseen by the North Dakota Industrial Commission, consisting of Gov. Kelly Armstrong as chairman, Attorney General Drew H.
