The Clean Water State Revolving Fund (CWSRF) Program is soliciting information for projects needing financial assistance for construction in 2027 and later years. Wastewater treatment, sewer systems, water meters, water reuse, stormwater, and landfill projects are eligible. The program offers low-interest-rate loans to assist political subdivisions in financing wastewater infrastructure needed to comply with the Clean Water Act and protect public health. The current interest rate is 1.5% with a 0.5% administration fee for an effective 2.0% interest rate. If a loan is greater than $20 million, the amount of the loan above $20 million will have an interest rate of 75% of PFA’s market rate as of the date the loan is approved. There will be no administrative fee added to the amount above $20 million.
The CWSRF Program is developing the 2027 Intended Use Plan (IUP), and a key component of the IUP is the project priority list. Only projects on this list can be considered for CWSRF loan assistance. It is our goal to extend CWSRF loan assistance to additional projects. To this end, we are seeking information about new and previously listed projects. The 2027 IUP will be used for funding allocated for the following appropriations:

Completing the questionnaire is not a commitment to undertaking a project or signing a CWSRF loan agreement.
The 2027 IUP will be used to collect the state of North Dakota infrastructure needs for the Clean Watersheds Needs Survey (CWNS). This survey documents the expected costs of each state’s capital investments needed to meet the public health goals of the Clean Water Act and submits a report to Congress. All cities are encouraged to submit questionnaires for all systems so we can report accurate needs for the state.
Needs are projects or portions of projects and associated capital costs that address a water quality or water-quality-related public health problem. Examples include wastewater, stormwater, and landfill. Projects included in the survey should be expected to occur within the next 20 years.

Previous appropriation rules have required that a percentage of the CWSRF capitalization grants be provided in the form of additional subsidies. The CWSRF Program will provide any required additional subsidies as loan forgiveness which will be allocated based on the priority rank of the project on the priority list. Total loan forgiveness allocated in 2027 will be limited to any mandatory additional subsidization required by the FY 2027 base capitalization grant. There is no guarantee that the project will rank high enough to be offered loan forgiveness or that the loan forgiveness will be the entire amount equal to the qualified percentage of the total project.
