$30.5 million in state water loans awarded for infrastructure upgrades in North Dakota

BISMARCK, N.D. – The State Revolving Fund (SRF) programs, jointly administered by the North Dakota Department of Environmental Quality and the North Dakota Public Finance Authority, awarded nine loans in June to support critical water infrastructure.

  • Belfield was awarded a $143,000 Clean Water State Revolving Fund (CWSRF) loan to decommission the West Lift Station, renovate the Middle Lift Station, and replace pumps. This will reduce operation and maintenance costs and improve wastewater system reliability.
  • Regent received a $1.1 million CWSRF loan to replace sanitary sewer mains, curb, gutter and storm water piping in conjunction with the Main Avenue reconstruction project. This project will provide safe, reliable services to residents.
  • Tuttle was granted a $2.5 million CWSRF loan to maintain safe, reliable wastewater services to its citizens. The project will repair sanitary sewer collection pipe and replace the lift station in conjunction with the Main Avenue reconstruction project.
  • Wing was awarded a $1.8 million CWSRF loan for lagoon rehabilitation and to construct a wetland cell which will allow for the safe, compliant treatment of the city’s wastewater.
  • Dickinson was granted a $6 million Drinking Water State Revolving Fund (DWSRF) loan to replace cast iron water mains, service lines and curb stops so residents continue to receive reliable, safe drinking water.
  • Grafton received a $1.1 million DWSRF loan to replace lead drinking water service lines. This project will remove a potential source of lead in drinking water and improve long-term public health.
  • DWSRF loans to rehabilitate water towers were awarded to Jamestown for $579,000 and Rocklake for $260,000. These projects will extend the life of the towers and provide safe drinking water storage for citizens.
  • Walsh Rural Water District was granted a $17 million DWSRF loan to increase wellfield capacity, connect to the Grafton water treatment plant and upgrade the Park River and Grafton water treatment plants. These projects will provide safe, reliable services to customers.

The U.S. Environmental Protection Agency provides part of the SRF programs’ funding, which offers below-market interest rate loans to political subdivisions for financing projects authorized under the Clean Water Act and Safe Drinking Water Act. SRF programs operate nationwide to provide funding to maintain and improve the infrastructure that protects our vital water resources.

Loans are awarded to projects listed on the project priority list based on project eligibility determined by the Department of Environmental Quality and the Public Finance Authority’s review of repayment ability. The Public Finance Authority is overseen by the North Dakota Industrial Commission, consisting of Governor Kelly Armstrong as chairman, Attorney General Drew H.
